Justin Fulcher no longer runs RingMD day to day, but his fingerprints remain on the company he built from scratch starting in 2013, when he co-founded the telemedicine platform at just 21 years old and little outside funding.
RingMD connected patients with physicians remotely across Asia, a region where mobile phones had spread faster than reliable healthcare infrastructure. Justin Fulcher designed the platform around that gap, building systems meant to function despite unreliable bandwidth and inconsistent access to care across the countries where the company operated day to day.
Stepping Back Without Stepping Away
While Justin Fulcher transitioned out of daily management in subsequent years, he still serves on RingMD’s board and holds a minority stake in the company, even though he no longer plays an operational role there. That continued affiliation reflects a pattern in Justin Fulcher‘s career: he tends to stay connected to the institutions he helped build, even after moving on to new work elsewhere.
His most recent chapter has taken him well outside healthcare. In early 2025, Fulcher joined the Department of Defense as a Senior Advisor to the Secretary of Defense, focusing on acquisition reform and helping shorten software procurement timelines from years to months.
A Consistent Operating Style
The same instincts that shaped RingMD’s early growth, namely a focus on functioning under real constraints rather than ideal conditions, now inform Justin Fulcher’s approach to defense modernization. Forbes Asia recognized his healthcare work in 2017, naming him to its 30 Under 30 list, a milestone that came well before his later move into government advisory work.
Fulcher has also spoken about what motivated the original venture. “Healthcare is one of those things that affects everybody,” he told Charleston Digital Corridor in 2020, adding that a lack of basic access holds back many parts of the world, a view that still seems to inform how he approaches institutional problems today.
